The certificate sits inside the maritime mobile service, where ISED manages the radio spectrum and issues operator certificates and radio authorizations. The body of knowledge is interlocking: a distress call depends on a classification, the classification depends on judging danger, and the words must come out in a fixed order with fixed signals. Each component is simple; the skill is assembling them correctly in one continuous transmission.

That is why studying only isolated facts leaves these procedures underdeveloped. Recognizing that MAYDAY signals distress is easy; producing a complete, correctly graded call in one continuous transmission is the behaviour the procedures themselves require. Study by producing messages, not just reading about them: write formats, recite them, and have someone interrupt you to test whether the structure survives distraction. Distress, Urgency and Safety: Three Signals You Must Not Mix Up

Three graded signals exist: MAYDAY for grave and imminent danger requiring immediate assistance; PAN-PAN for urgency without imminent danger; SECURITE for safety information. Each is spoken three times and drives its own handling and DSC category.

MAYDAY fits a sinking vessel, fire aboard, or a person in the water in rough conditions. PAN-PAN fits serious trouble that has not become imminent danger: an engine failure leaving you adrift near traffic, or a crew member with a painful but non-life-threatening injury. SECURITE announces safety information to all stations, such as a drifting hazard or a weather notice. The signal is always transmitted three times at the start of the message.

The distinction matters because the signal word sets how other stations and coast stations treat the transmission, and it carries into the DSC category if you send a digital alert. Misgrading cuts both ways: understating a real emergency may delay help; overstating routine trouble can crowd the distress system. The decision rule is the phrase grave and imminent danger. When a genuine emergency is borderline, the safer habit is to grade upward and be talked down by the responding station.

A Worked Mayday Scenario: From Panic to a Complete Distress Call

Build the call in fixed order: MAYDAY x3, THIS IS, vessel name x3 with MMSI, position, nature of distress, assistance required, persons aboard. The scenario below shows how a plausible mistake breaks the call.

Scenario 1: you are singlehanding an 8-metre sailboat. A crew member goes overboard in two-metre seas, three miles off the harbour entrance buoy. In adrenaline, you key the radio: 'Pan-Pan, Pan-Pan, Pan-Pan, all stations, I've lost someone in the water, over.' Two problems are stacked here. A person in the water in those sea states is grave and imminent danger, so the situation warrants MAYDAY, not PAN-PAN. And the message contains no position, no MMSI, no vessel name and no persons count, so any responding station must spend time on follow-up questions.

The better decision: press the DSC distress button if fitted, then transmit on channel 16: 'MAYDAY, MAYDAY, MAYDAY. THIS IS sailing vessel Northern Light, Northern Light, Northern Light, MMSI 316012345. Position 49 degrees 18 minutes North, 123 degrees 51 minutes West, three miles south of the entrance buoy. Person overboard in rough seas. Require immediate assistance. One person remains aboard, over.' A complete, correctly graded call lets any station act immediately. The mistake matters because grading and completeness are the two levers you fully control in the worst minute of your voyage.

Self-check exercise: write your own Mayday for your vessel, recite it from memory three days in a row, and score it with this rubric: (1) signal graded with a stated reason; (2) name x3 and MMSI present; (3) position stated first among the details; (4) nature of distress and assistance required both explicit; (5) persons aboard stated; (6) delivered in under 60 seconds. Any element scored weak becomes your next rehearsal target.

DSC and MMSI: Sequencing the Digital Alert With Your Voice Call

Channel 70 carries DSC data only, never voice. A DSC distress alert should be followed by a voice distress call on channel 16; your MMSI identifies your vessel in both layers. Practise the two steps as one procedure.

Digital Selective Calling sends a formatted alert containing your MMSI, your position when the set is connected to GPS, and the nature of distress to nearby ships and shore stations. The MMSI is your vessel's unique digital identity; the voice call cannot substitute for it and the alert cannot substitute for the voice call. The alert confirms who and where; the voice call conveys what is happening and what help you need, and it opens the two-way exchange stations expect.

Scenario 2: a skipper in a suddenly swamping dinghy hits the DSC distress button, then sits watching the radio on channel 70, hearing silence, and transmits nothing else. The silence is normal: channel 70 is a data channel, and acknowledgements and traffic happen by voice on channel 16. The better decision is the paired habit: alert on DSC, switch to channel 16, and transmit the full MAYDAY, noting that a DSC alert has been sent. The mistake matters because the digital alert alone can leave responding stations with an identity and position but no nature of distress and no dialogue.

Prowords and the Phonetic Alphabet: Small Words That Carry Meaning

Prowords standardize exchanges: OVER invites a reply, OUT ends contact with none expected, and the two are never used together. SAY AGAIN replaces 'repeat', ROGER acknowledges receipt. The phonetic alphabet spells names and ambiguous words exactly.

Learn the trap pairs deliberately. OVER and OUT contradict each other, so combining them signals you have not absorbed the procedure. ROGER means your message was received, while AFFIRMATIVE answers a yes/no question; swapping them muddies the exchange. SAY AGAIN is the standard request to have something repeated. I SPELL is announced before you spell a word letter by letter, using ALPHA, BRAVO, CHARLIE through ZULU, so the receiving station knows to copy letters rather than listen for words.

Build fluency with a daily three-minute drill, which is an exercise you can run anywhere. Spell your vessel name, a marina name and a friend's name using phonetics, aloud, without hesitation. Then read a short scripted exchange and mark every point where you used a conversational filler such as 'do you copy' or 'again please' instead of the standard proword. Expected observation: inside two weeks your spellings become automatic and your fillers disappear, which is the fluency these procedures are built on.

Everyday Operating: Working Channels, Radio Checks and Watch Habits

Distress, urgency, safety and calling traffic belong on channel 16; routine exchanges move to a working channel. Radio checks never belong on channel 16. Keep a consistent pre-departure routine and listen before transmitting.

The everyday flow is a miniature of the priority system. An initial call on channel 16 might be: 'Marina dock, Marina dock, this is sailing vessel Northern Light, do you read, over,' followed by agreement to shift to a designated working channel for the conversation. Channel 16 exists for distress, urgency, safety and calling; parking routine traffic or running radio checks on it occupies the channel another vessel may need in an emergency. Learn the working channels used in your area and write them on a card beside the set.

Habits close the gap between knowledge and performance. Power the set on before departure, set volume and squelch, confirm your MMSI card is visible, and listen briefly before keying so you do not interrupt ongoing traffic. Keep transmissions short and identify your station when calling. Specific carriage, licensing and watchkeeping expectations vary with vessel class and equipment, so confirm the requirements that apply to your own situation through the issuer's published material rather than copying another boater's arrangement.

Readiness Checks and a Four-Week ROC-M Preparation Sequence

Measure readiness by production, not recognition: can you classify a scenario, build the full matching message, and sequence DSC with voice without prompts? Use the milestones below and a four-week sequence built around rehearsing aloud.

A workable sequence: weeks one and two, work through the published study material for this certificate and run the daily phonetic drill; weeks two and three, write and recite the message format for each of the three priority levels until each comes out in order without notes; weeks three and four, run partner-read scenarios where your partner states a situation and you respond with the correct classification, message and DSC-voice sequence, then sit at least one full mock test under exam-like conditions. Final days: re-drill only the rubric items you scored weakest.
