Why a master's answer is not a longer officer's answer

A TCMM-level answer integrates several domains at once: navigation, crew management, commercial obligations, and records. You are judged on owning a decision and documenting it, not on reciting a single rule correctly.

Compare two styles of question. An officer-level question asks what a specific rule requires in a defined situation. A master-level question presents an ambiguous situation with competing pressures and asks what you would order, when, and why. The knowledge underneath is similar, but the reasoning structure is different: you must weigh options, choose, and accept accountability for the outcome.

Build your study method around that structure. For every topic in your review, write five short lines: the situation, your decision, the legal or procedural basis, the log entry you would make, and who you would inform. This turns passive review into command practice. When you can complete those five lines quickly and consistently, you are rehearsing the reasoning pattern the credential represents.

Passage planning: deviating from the approved plan under commercial pressure

A master may amend a passage plan when new information shows it is no longer safe. The decision must be timely, reasoned, communicated to affected parties, and recorded. Schedule pressure never converts an unsafe plan into a safe one.

Worked scenario: two days into a coastal passage, the latest forecast warns of gale conditions exactly on your planned track overnight. The charterer messages that the cargo must arrive on time. The plausible mistake is to continue as planned because the plan was already approved and the schedule is contractual. That reasoning treats an approved plan as permanent, when approval was based on the information available at the time.

The better decision is to treat the forecast as new information that triggers a review: re-brief the plan, alter course or route to avoid the worst conditions or shelter, inform the charterer of the safety-based deviation, and record the reason, the time, and the amendment in the deck log. This matters because it demonstrates the hierarchy at the centre of the master's role: safety of the vessel and persons on board takes precedence over commercial considerations, and a written, reasoned entry is what makes that judgement defensible afterwards.

Collision avoidance: when the stand-on vessel must stop standing on

Stand-on and give-way duties are conditional, not absolute. A master must recognise when the give-way vessel is not acting, when the ordinary rules give way to special circumstances, and what action remains both decisive and seamanlike.

At command level, the exam-style difficulty is the transition between rule sets. While vessels are in sight of one another and the give-way vessel is acting early and substantially, the stand-on vessel holds course and speed. If it becomes apparent the give-way vessel is not taking appropriate action, the stand-on vessel is required to act, and if collision cannot be avoided by the give-way vessel's action alone, the stand-on vessel must take whatever action best aids avoidance. Add restricted visibility or special circumstances and the duties change again.

Study this with a comparison table rather than by re-reading the rules in sequence. For each phase, fix in your mind: who gives way, what the stand-on vessel does, what triggers the change of phase, and what a good avoiding action looks like. A classic error is a late alteration that crosses ahead of the other vessel; the seamanlike habit to drill is early, obvious, large alteration to pass astern, accompanied by sound signals and a log entry.

Stability and loading: exercising the authority to say no

Masters are responsible for the vessel's stability throughout loading and the voyage. That includes checking intact and damage stability expectations, watchkeeping for free-surface and icing effects, and refusing arrangements that leave the ship unseaworthy.

The conceptual pair to separate here is intact stability and damage stability. Intact stability concerns the vessel in its normal, undamaged condition: metacentric height, the free-surface effect of slack tanks, and the effect of heavy lifts or accumulated ice. Damage stability concerns the vessel's behaviour after a defined flooding scenario. A loading condition that satisfies one does not automatically satisfy the other, and a master's review should ask both questions explicitly rather than treating 'stability' as one number.

Practise the command version of this topic with a short scenario: loading nearly complete, a last-minute tank plan change leaves several tanks partly filled, and free-surface effect will reduce your effective stability for the passage. The weak answer is to accept it and plan to ballast down later. The stronger answer is to require the revised condition to be calculated and approved before sailing, brief the chief officer on the change, and record the condition on departure. The habit being trained is simple: never let an unverified condition leave the berth.

Emergencies and the master's overriding authority

In an emergency the master's authority to take decisions on safety and pollution prevention is overriding: no commercial or organisational instruction displaces it. Preparation means knowing the decision sequence well enough to act without hesitation.

Worked scenario: at night, smoke is reported from the engine room while the vessel is in a traffic lane. The plausible mistake is hesitation, such as waiting for absolute confirmation of the fire's extent before mustering anyone or arming fixed extinguishing systems, while the fire grows and boundaries are unprepared. The motive is often understandable, avoiding an unnecessary discharge or alarm, but delay is the decision with consequences.

The better command sequence is: sound the alarm and muster, close down ventilation and fuel supplies as applicable, set boundary cooling, evacuate the space, and release the fixed system once the space is cleared per the ship's procedure, all while updating position and traffic information. This matters because the overriding authority exists precisely so that safety decisions are not diluted by waiting; and the accompanying duty is documentation, recording times, orders, and actions in the log so the response can be reconstructed and learned from.

Documentation that survives scrutiny: logs, bulletins, and reports

Command-level documentation is factual, timed, and traceable. Deck log entries, crew familiarization records, acknowledged safety bulletins, and correctly routed incident reports together form the evidence of a well-managed vessel.

Study documentation as a distinct skill, not an afterthought. A defensible log entry states what was observed, what was ordered, when, and by whom, in factual language without speculation. Entries that editorialise, or that record a decision without its reason, are weaker evidence than short, precise, sequenced entries. Practise rewriting vague entries, for example turning 'weather worsened, altered course' into a timed entry with observed conditions, the decision, its basis, and the parties informed.
